The summer has already been installed for several months and, with it, the usual pilgrimage to the public pools of the Community and the City of Madrid. But beware, because in the Resolutions 73/2025 of the Director General of Sports and the municipal regulations of 2025 have made clear a number of prohibitions that should be known to avoid unpleasantness and sanctions.
What you can not do in the pools of the Community of Madrid.

Regional swimming pools are not a lawless land, but regulated spaces so that the bathing experience is safe and pleasant for everyone. Therefore, it is forbidden to impede or hinder the normal operation of the facility, use it for purposes other than bathing or do anything that may cause damage or discomfort.
More specifically, do not bring animals with you (except guide dogs for the visually impaired), vehicles other than those authorized or glass containers. Sharp or cutting objects are also forbidden, as well as external furniture: no tables, chairs, umbrellas or towels with metal structure.
If you are one of those who like to play music, it will be only with headphones, because the use of sound systems without them is out of the norm. And don’t even think of eating outside the designated areas, throwing garbage out of the containers or lighting fires.
By the way, the tables in the picnic areas are not reserved with towels or utensils for the whole day; the space is for occasional use during lunch or snack time.
Municipal swimming pools: similar prohibitions, but with nuances.

In the pools managed by the City Council, the rules are similar, although with some additional details. Here, too, it is forbidden to impede the normal use of the facilities, damage the spaces or prevent access to other users.
In addition to prohibiting access to animals except for legal exceptions and restricting the passage of vehicles to authorized areas with payment and limited time, the municipal regulations add an important layer: the classification of administrative offenses, which can be very serious, serious or minor, and with financial penalties that can reach up to 3,000 euros. Minor penalties, for example, can cost up to €750.
Infringements considered very serious include:
- Using the facilities in a way that seriously disrupts the coexistence or the legitimate rights of other users.
- Preventing the use of other users or seriously hindering the operation of the pool.
- Serious deterioration or theft of material and facilities.
- Physically assaulting staff or users.
- Displaying banners or symbols that incite violence, racism or xenophobia.
- Introduce weapons, flares, flammable products or light fires.
- Subletting or assigning the right of use without authorization.
Serious infractions include:
- Inadequate use of the material without reaching very serious.
- Less severe damages.
- Verbal aggressions.
- Not respecting schedules, tobacco or alcohol regulations.
- Carrying unauthorized glass or metal containers.
- Teaching classes or lucrative activities without permission.
- Introducing furniture or playing games outside of authorized areas.
- Taking unauthorized photos or videos.
Minor offenses include, for example, not wearing the appropriate clothing, not showing a ticket when asked to do so, or listening to music without headphones.
Financial penalties are graduated according to intentionality, damage and recidivism, but can range from 750 to 3,000 euros. In serious or very serious cases, the City Council may also impose temporary deprivation of the right to use the facilities, from one month to five years.
