The number has risen from 561 to 670: the Community of Madrid has increased the number of affordable apartments it will build on land owned by the Social Housing Agency (AVS), spread across various parts of the capital.
This increase, which amounts to 20%, has been made possible by the Emergency Measures Act approved by the regional government: a law that allows “to increase buildable area and density” in certain residential developments, enabling the construction of up to 18,000 affordable housing units in various locations throughout the region.
The results of this measure can be seen in three tenders authorized by the Governing Council last July: those for Los Berrocales, San Blas-Canillejas, and three plots in the UVA de Hortaleza.
Specifically, in these developments, the number of affordable apartments has evolved as follows:
- Los Berrocales will expand from approximately 130 homes to 154.
- On land located in the San Blas-Canillejas district, 191 homes will be built, compared to the 160 initially planned.
- On the three plots of land in the Hortaleza UVA, 325 homes will be built , up from the initial 272.
Eligibility Requirements for Affordable Housing in Madrid

In all cases, the AVS will award the construction of the housing units “through a procedure for the transfer of surface rights, for a term of 75 years, which will be available to Madrid residents who meet a series of requirements, ”according to the Community of Madrid.
Among these requirements is an income limit to qualify for these apartments: a maximum of 5.5 times the IPREM has been established. Based on the monthly value of this indicator (€600), income may not exceed €3,300 per month.
Housing for Vulnerable Families in Guadarrama

Last July, in addition, the contract was awarded for the construction of a new development of 58 homes in Guadarrama, specifically on Vereda del Colmenar Street in the town. The project will involve an investment of 11.8 million euros and has a construction period of 24 months.
The development will feature 34 three-bedroom units and 24 two-bedroom units, three of which will be adapted to meet the needs of people with limited mobility. It will also be equipped with parking spaces and an aerothermal heating and cooling system to ensure energy efficiency.
These initiatives aim to expand the resources of the AVS, which, according to data from the Community of Madrid, currently manages a portfolio of 50,000 properties— —of which approximately half are apartments housing around 100,000 people.
