The Madrid City Council has relaunched its major car replacement plan for 2026 and is rolling out a new round of subsidies that aligns directly with the DGT’s classification system: up to 4,000 euros for Zero-emission vehicles and 2,000 euros for Eco-labeled vehicles, with a maximum budget of 14 million euros allocated solely for the purchase of private passenger cars.
In this edition of the Cambia 360 subsidies, the City Council is leaving out cars with a C label and focusing all its efforts on the least polluting models.
The key figures are:
- Zero-emission vehicles (blue badge): up to 4,000 euros in municipal aid for the purchase of a passenger car or light commercial vehicle with a Zero label. An additional 1,500 euros may be added to this amount if an old vehicle with an A rating—or, for the first time, a B rating—is scrapped.
- Eco vehicles: up to 2,000 euros in aid for models with an Eco label (non-plug-in hybrids, mild hybrids, LPG or CNG, etc.). Additionally, a bonus of 1,500 euros can be added for scrapping an A or B-labeled car, provided it is turned in for scrapping under the conditions specified in the call for applications.
A budget of 14 million for private individuals

Within the overall Cambia 360 2026 subsidy package, allocated up to 23.3 million euros across seven categories (private vehicles, taxis, micromobility, charging, boilers, etc.), the largest allocation is once again for the purchase of private vehicles. This category will receive up to 14 million euros, making it the most significant component of the program.
The City Council’s stated goal is to continue accelerating the renewal of the vehicle fleet and to “wipe off the map” the most polluting vehicles still on the roads in the capital.
These municipal subsidies are also compatible with other national and regional programs , such as the central government’s Auto+ Plan or the Community’s Mueve Madrid Plan, which offer additional funds for scrapping non-labeled vehicles and purchasing electric or Eco models. In the most favorable scenario, by combining subsidies, a Madrid resident who trades in a very old car and purchases a Zero-emission vehicle can accumulate several thousand euros in incentives.
Deadlines and who is eligible
The 2026 call for applications is being processed like previous editions of Cambia 360: grants are managed through the Madrid City Council’s website and online portal until the budget is exhausted. In this edition, the application period for vehicle replacement grants is open from mid-April and runs until at least May 20, according to municipal information and media reports.
Individuals registered as residents of the city of Madrid who purchase a new or nearly new vehicle with a Zero or Eco label are eligible for these subsidies. In certain categories, self-employed individuals and small businesses operating in the capital are also eligible, always subject to the specific conditions of the call for applications.
Grants are awarded on a first-come, first-served basis and are subject to the applicant submitting all required documentation (quote or purchase invoice, details of the new vehicle, certificate of scrapping if applying for the 1,500-euro bonus, etc.) within the specified deadlines.
