In Madrid there is a little known municipal aid that can cover up to 90% of the cost of the reform of your building. The Plan Rehabilita Madrid 2025, promoted by the City Council and endowed with 50 million euros, is designed to help in the improvement of buildings, single-family homes and homeowners’ associations, encouraging the conservation, accessibility, energy efficiency and healthiness of buildings in the capital.
To be eligible for this subsidy, the property must be located in the municipality of Madrid, within a Special Urban Transformation Zone (ZETU) or in an Energy Rehabilitation Impulse Zone (ZIRE), in addition to having a regular residential use and having been built before 1998.
It is also necessary to have the Building Evaluation Report (IEE) in force and a license or responsible declaration prior to the start of the works. In the case of individual dwellings, the future beneficiaries must be registered in the house, while in the case of buildings, a community agreement is required and at least 70% of the dwellings must have a residential use.
The type of renovations that can be subsidized

Grants vary according to the socioeconomic profile of the applicant and the nature of the reform, but can cover between 40% and 90% of the cost, up to 10,000 euros per home. The maximum percentage (90%) is reserved for cases of recognized economic vulnerability-for example, low-income families. Some actions that can be subsidized are the installation of elevators, ramps or accessibility improvements, thermal insulation, replacement of windows or heating systems, replacement of asbestos, fire reinforcement, installation of solar panels, electric recharging points and other works to make homes more efficient and healthy.
The aid is granted in advance, after the validation of documents and licenses, which avoids the applicant to advance the money for the work. The process to apply for the subsidy requires gathering the technical documentation (project or memory, IEE, budgets, administrative permits) and submitting it-in person or through the electronic headquarters of the City Council-in the deadlines provided. The first one has already ended, it was until July 31, but the next one goes from October 1 to December 1, 2025.
