The EMVS is building one of the capital’s largest concentrations of public housing in the El Cañaveral urban development: in total, it comprises 1,212 affordable rental apartments, spread across 13 housing developments. These developments are in various stages of completion: in some, families have already moved in, while in others, the apartment lottery has yet to take place.
This is the case for the Cañaveral 10 and 13 developments (with 46 and 164 homes in Vicálvaro, respectively): according to the Madrid City Council, they will be allocated by lottery before the summer.
The Cañaveral 7 and 11 developments (with 89 and 45 apartments, respectively) are also in the final stages of construction. As a result, according to estimates by the Madrid City Council, “over the course of the coming year, another 640 families will be able to move into their new homes in this neighborhood.”
As for the rest of the developments in this new project, EMVS Madrid has already handed over six of them to their recipients ( Cañaveral 1, 2, 3, 4, 6, and 12)—allowing 570 families to move in—and Cañaveral 5, 8, and 9 have already been allocated and will be handed over in the coming months.
How much is the rent for these apartments in El Cañaveral?
The recipients of these homes—most of which are intended for young people and families with minor children— will pay an average rent of 600 euros per month. This measure aims to promote independence, while ensuring that the rent remains below 30% of the household’s income.
How do I sign up for the EMVS affordable rental housing lotteries?

To enter the housing lottery for both the El Cañaveral development and any other active project managed by the EMVS in Madrid, you simply need to register in the Permanent Registry of Housing Applicants. The process can be completed by individuals who live or work in Madrid via this link and who meet a series of requirements:
- Have an income less than or equal to 3.5 times the IPREM.
- Not holding full ownership or a right of use or enjoyment over another home.
- Reside and/or work in the municipality of Madrid.
- Not be a tenant of a publicly owned or managed dwelling.
The goal of these lotteries is“to provide housing solutions for a broad segment of Madrid’s residents, as well as to launch other social programs aimed at the most vulnerable individuals.”
