In order to soften the demographic aging of the population in the capital, the Madrid City Council announced last Thursday, December 19, the approval of a plan that will protect maternity and paternity: there will be new measures to promote the birth rate in the municipality and to reconcile work and family life.
The City Council has invested a total of 1,275 million euros in the Plan to Promote Birth Rate and Work-Life Balance 2024-2029. This budget will be used to implement fifty measures that will be structured into four areas: one for reconciliation and employment; another that offers health and social services for pregnant women; another that aims to create urban environments conducive to parenting and a last one for family policies.
First axis: conciliation and employment
The first axis of the plan contemplates the opening of five schools for children up to the age of three, the increase in the budget for children’s scholarships (it will be progressive and will reach eight million euros in the 2028-2029 academic year) and for the entire SERCAF-Menores program, as well as the increase of places in municipal camps (there will be 2,100 more than last year), among other conciliation policies.
Family policies: financial aid for parents
The last axis of the plan -familypolicies- will include subsidies and tax benefits for families expecting children. There will be direct financial aid for births or adoptions that take place after June 1, 2025. They will be 500 euros for mothers and fathers expecting a first child, 700 euros for those expecting a second child and 1,000 euros for those expecting a third (or more).
These aids, for which the City Council has earmarked 72 million euros, can be applied for as of November 2025 and will be universal. That is to say, there will be no age or income limitations: it will only be necessary to be registered in the capital for at least five years and prove it with the corresponding documentation.
The Madrid City Council will allocate another 72 million euros to tax rebates for families in Madrid, both single-parent and large families. They will enjoy greater facilities to access nursery schools and camps, as well as reduced prices in canteens.
