The Community of Madrid offers a little-known but crucial form of assistance for many pensioners who do not own their own home: the rental supplement for recipients of non-contributory pensions (PNC), which can amount to around €525 per year as direct support to help pay for the flat they rent. In a context of rising prices and adjusted minimum pensions, this supplement becomes a lifeline for retirees and people with disabilities who depend on the rental market for a roof over their heads.
The supplement is intended exclusively for those who receive a non-contributory pension, whether retirement or disability, and live in rented accommodation that is their usual place of residence. It is not necessary to have been registered for years, but you must have lived in that house for at least 180 days before applying for the subsidy and be listed as the tenant in the contract. Another key requirement is that you must not own any property anywhere in the country (the administration checks this by means of a land registry certificate).
Basic requirements to be eligible

To access up to €525 per year, pensioners must:
- Be recognized as receiving a non-contributory pension at the time of application and also when the application is decided.
- Not own a home or be related to the owner of the rented apartment up to the third degree (rentals between close relatives are excluded).
- Live in a complete dwelling, not in a room, premises, or garage, and have a lease of at least one year.
- Be registered as a resident in the dwelling and be able to prove that they have been living there for at least six months before applying for the supplement.
In addition, if there are several tenants receiving PNC on the same contract, only the person listed first can apply for the benefit.
The application must be accompanied by the rental contract or, if this does not exist, receipts or invoices covering a full year of payments, clearly showing the address and details of the owner and tenant. You must also attach the pension holder’s Annual Income Statement for the same year for which the supplement is being requested and, where applicable, proof of legal representation if someone else is signing on their behalf.
The procedure can only be carried out electronically through the Community of Madrid website, using a digital certificate or other recognized signature system.
For many pensioners who live in rented accommodation, this €525 per year does not solve the problem of housing costs, but it does represent almost an extra payment that can be used entirely to maintain a roof over their heads, a form of assistance that is still available and that many potential beneficiaries are still unaware they can apply for.
