The Madrid City Council wants to incorporate 66,120 new regulated parking spaces (SER zones). The Governing Board initially approved a few weeks ago the modification of the Sustainable Mobility Ordinance (OMS) by which this service will be extended to 22 neighborhoods -17 of them new- in seven districts of the city.
This extension -with which SER parking spaces will reach Puente de Vallecas and Moratalaz for the first time- aims to “guarantee the availability of parking for residents in neighborhoods that concentrate intense commercial, cultural, sports, tourist and leisure activities”, according to the Madrid City Council.
It is important to note that, after its publication in the Official Gazette of the Community of Madrid on December 15, the measure is subject to a 30-day period of public information. After answering allegations and going through the Governing Board again for approval, it must be definitively approved in the municipal Plenary.
Deadlines and neighborhoods to be covered by the new SER zones

Before 2029
It will first reach the five neighborhoods already contemplated in the Sustainable Mobility Ordinance that was approved in September 2021, adding the 11,372 spaces mentioned in the headline in the following neighborhoods:
- Peñagrande, of Fuencarral-El Pardo.
- Valdezarza, of Moncloa-Aravaca.
- Opañel and San Isidro, of Carabanchel.
- Costillares, of Ciudad Lineal.
Before 2035
Expansion will continue for the new areas included in the project, adding 66,120 new spaces in:
- Valverde, of Fuencarral-El Pardo.
- Lucero, Aluche, Los Cármenes and Puerta del Ángel, in the district of Latina.
- Puerta Bonita, Abrantes, San Isidro, Opañel and Vista Alegre, in Carabanchel.
- Zofío and Orcasur, of Usera.
- Pueblo Nuevo, Quintana and Concepción, of Ciudad Lineal.
- Marroquina, Fontarrón, Vinateros and Media Legua, of Moratalaz.
- San Diego, Palomeras Bajas and Numancia, of Puente de Vallecas.
