Pharmacies in Madrid will be able to extend their opening hours and start home delivery of medicines for users with reduced mobility, disability, dependence and also for any patient who requests it, complying with the requirements established by the new regulations. The decree that regulates these changes is currently in the process of hearing and public information, as reported by the specialized media El Globalfarma, receiving “contributions” until August 19, 2025. The forecast, according to the Regional Ministry of Health, is that it will not come into force until the first half of 2026, although the definitive timetable will depend on the administrative rhythm.
This regulatory update develops part of Law 13/2022, of December 21, on Pharmaceutical Management and Care of the Community of Madrid, promoting a reform that modernizes the pharmaceutical model in the region. The main new features include, in addition to the authorization of home delivery of prescribed drugs, the regulation of personalized dosage systems (SPD) for chronic patients or those with complex treatments.

The delivery will be at no additional cost to the recipient. As specified by the Ministry of Health, only a registered professional from the pharmacy will be able to be in charge of both preparation and home delivery, never an external delivery person. Home dispensing requires prior presentation of a responsible statement by the pharmacy, thus ensuring that the highest standards of safety and traceability are met, just as in the case of dispensing in person.
Pharmacy opening hours could be extended
With regard to opening hours, the new regulations will allow pharmacies to extend and make their operation more flexible, even opening 24 hours a day if the demand for care justifies it and always with the effective presence of at least one registered pharmacist. The reform also redefines the on-call system, establishing modalities adapted to the needs of each neighborhood or municipality and special mechanisms for health emergency situations, guaranteeing the continuity of the general service and during vacation periods.
