In the northwest of the Community of Madrid, housing prices are rising at a rate similar to that in the city center. In light of this situation, some city councils continue to promote public housing.
In Boadilla del Monte, the City Council has opened the application period for one of the last 108 affordable homes that the Municipal Land and Housing Company (EMSV) will build in Valenoso, a new development on the outskirts of the municipality. The homes will be allocated by lottery among those who meet the eligibility requirements, and prices start at 306,506.45 euros, plus 10% VAT.
The registration period will remain open until October 22. The homes will be sold, will include two parking spaces and a storage unit, and are primarily intended for people with ties to the municipality: at least one of the applicants must prove that they have resided or are currently residing in Boadilla for eight of the ten years prior to the application deadline.
How much do the homes cost?
The development will be located at 25 Víctimas del Terrorismo Avenue, within the Valenoso development. Prices for the general allocation range from 306,506.45 euros to 411,688.09 euros, excluding VAT.
This means that the most affordable home comes to approximately 337,157 euros when 10% VAT is added. The most common unit type in the development is priced at 344,748.89 euros before taxes, equivalent to approximately 379,224 euros including VAT.
Four homes have also been reserved for large families. In this case, the set price is 415,953.82 euros plus VAT, bringing the final cost to over 457,500 euros.
There is a significant difference between the listed price and the final amount paid. Since this is a new home purchase, VAT is paid in addition to the purchase price and is not typically included in the mortgage financing. Before applying for a home, it is advisable to calculate not only the mortgage payment but also the taxes, down payment, and expenses associated with the purchase.
What You Need to Pay Before Takeover

The terms of the housing project provide for a staggered payment schedule. The successful applicant must pay 10% of the home’s price plus VAT upon signing the contract. Another 10% of the amount will be paid during construction, while the remaining 80% will be paid at the time of the public deed.
This means that a person purchasing the most common unit, valued at 344,748.89 euros before VAT, would need to contribute approximately 68,950 euros— corresponding to the initial 20% down payment—in addition to the 34,475 euros in VAT. In total, the down payment could exceed 103,000 euros if a financial institution grants a mortgage covering 80% of the purchase price.
These amounts do not have to be paid all at once, as they are spread out over the signing of the contract, the construction period, and the transfer of title. Even so, it is a significant figure to consider when assessing the feasibility of your application before entering the lottery.
Who can apply for a home
The call for applications is not open to everyone. One of the main requirements is that at least one member of the household must currently live or have lived in Boadilla del Monte for eight of the ten years prior to the application deadline.
There is also an income limit. A household’s income cannot exceed 7.5 times the IPREM, applying the corresponding coefficients based on the number of members. As a reference for 2026, the indicative net income caps range from 78,750 euros for households of one or two people to 90,000 euros for households of six or more members.
It is recommended that you review the full document before submitting your application, especially if you own another home, have previously applied for public housing projects, or if there are specific circumstances regarding your household.
It is also important to note that only one application per household is permitted. Submitting more than one may result in exclusion from the allocation process.
