The neighborhood of Comillas, in the district of Carabanchel, will be the next to activate parking meters and SER zone in Madrid as of July 21, 2025, following a neighborhood vote that reflected overwhelming support for the measure. More than 2,200 residents over the age of 16 participated in the consultation organized by the City Council, and 86.12% voted in favor of implementing the Regulated Parking Service, a figure that evidences the magnitude of the parking problem in the area and the desire of the neighbors to put a solution to it.
The decision comes after years of complaints about the difficulty of finding a parking space: almost half of the participants in the vote acknowledged that it took more than 30 minutes to get a space, and many described the situation as “impossible”. The phenomenon known as the “border effect”, caused by the massive arrival of vehicles from other neighborhoods, has aggravated the shortage of parking spaces for residents, who will now be able to benefit from a system designed to prioritize their parking and rationalize the use of public space for neighbors.
New SER Zones in Madrid
The extension of the SER to Comillas is part of a broader plan by the Madrid City Council to extend parking regulation to outlying districts and improve urban mobility. Neighborhoods such as Moscardó and Pradolongo have recently opened their own SER zones, adding thousands of regulated spaces, and others such as Zofío and Opañel are in the process of applying for the implementation of the system.
The opening hours of the new SER in Comillas will be from Monday to Friday from 9 am to 9 pm, Saturdays from 9 am to 3 pm and during August, from Monday to Saturday, also from 9 am to 3 pm. Residents can already apply for authorization to park in the area, both online and at the citizen attention offices.
