The arrival of September will be synonymous this year in the capital with the payment of a new garbage tax: the Madrid City Council will begin to issue bills next month for this tax on the provision of waste management services, as a result of the application of Law 7/2022 of April 8 on Waste and Contaminated Soil for a Circular Economy.
This tax includes “the collection, transport and treatment of waste generated in both residential and non-residential properties” -whether professional, commercial, industrial… and both public and private-.
It is a public service of obligatory reception (i.e., it cannot be waived) that must be paid whenever it is available, even if it is not used. For this first charge , the amount will have to be paid in a single installment and from 2026 it will be possible to pay by direct debit.
Calculator: how much will you have to pay for the new garbage tax?

The garbage fee is calculated according to the following formula: Fee = Basic Fee + (Waste Generation Fee times the Waste Separation Quality Coefficient). Let’s see how it translates into numbers in practice, according to data provided by the Madrid City Council.
Basic Tariff (TB)
The basic tariff (TB) represents the mere possibility of using the municipal waste collection, transport and treatment service. As we said at the beginning of the article, it is required as long as “the service is established and in operation in the place where the corresponding property is located”.
It consists of a fixed annual amount, depending on the cadastral value bracket in which the property is located:
- Up to 42,800.00 €: 34.53 euros.
- From 42.800,01 € to 52.900,00 €: 47,76 euros
- From 52.900,01 € to 60.900,00 €: 56,85 euros
- From 60.900,01 € to 69.900,00 €: 65,05 euros
- From 69.900,01 € to 80.700,00 €: 74,71 euros
- From 80.700,01 € to 93.800,00 €: 86,59 euros
- From 93.800,01 € to 109.500,00 €: 100,59 Euros
- From 109.500,01 € to 130.700,00 €: 119,14 Euros
- From 130.700,01 € to 158.900,00 €: 142,73 euros
- From 158.900,01 € to 216.800,00 €: 182,61 euros
- Over 216.800,01 €: 0,0009948265 €/€ of cadastral value
Rate per generation (TG)
The rate per generation (TG) represents the value of the amount of waste generated in each property in the municipality per person, year and neighborhood, according to data from the Valdemingómez Technology Park.
- Up to 130 kilos: 6.00 euros
- From 130.01 to 165 kilos: 7.72 Euros
- From 165.01 to 200 kilograms: 9.48 euros
- From 200.01 to 500 kilos: 23.99 Euros
- More than 500 kilos: 41.52 euros
Separation Quality Coefficient (SQC)
The separation quality coefficient (SQC) reflects the level of compliance with the waste separation criteria required by European Union regulations in each neighborhood.
Thus, depending on the percentage of correctly separated waste, the following CCS are established:
- Up to 10%: 2.00
- From 10,01% to 20%: 1,70
- From 20.01% to 30%: 1.50
- From 30,01% to 40%: 1,30
- From 40.01% to 50%: 1.15
- From 50.01% to 60%: 1.10
- From 60,01% to 70%: 1,05
- From 70.01% to 80%: 1.00
- From 80.01% to 90%: 0.80
- From 90,01% to 100%: 0,60

Reductions and exemptions from payment of the garbage collection tax
- Large families. Depending on the cadastral value of the property and the category of large family, the reduction varies between 10% and 90%.
- Empty dwellings and premises without activity. They will only pay the Basic Rate (TB) and will have to fill in a responsible declaration.
- People in a situation of economic vulnerability. The beneficiaries of the Minimum Vital Income or the Minimum Income of Insertion of the Community of Madrid can request the exemption of the payment of this rate.
Differences between neighborhoods

With the data seen above, a house with a cadastral value of 120,000 € in the neighborhood of Imperial, in Arganzuela, will mean the following amount:
- Cuota = TB + (TG x CCS) → Cuota = 119.14 € + (6 € x 1.70) = 129.34 €.
The figure will vary considerably depending on the neighborhood in which the property is located: according to calculations by Más Madrid collected by elDiario.es, the neighborhoods with the highest average cost for this fee are:
- El Plantío (Moncloa-Aravaca district): 574 euros.
- El Viso (Chamartín): 457 euros.
- Recoletos (Salamanca): 430 euros
- Los Jerónimos (Retiro): with 427 euros.
At the lower end of the table are the following districts:
- San Cristóbal (Villaverde): 45 euros
- Pradolongo and Zofío (Usera): 59.34 euros
- Amposta (San Blas-Canillejas): almost 62 euros.
However, Más Madrid denounces that the southern neighborhoods have to pay proportionally more in the complementary rate (TG) than those in the north: “On top of that, they are the neighborhoods that bear all the garbage of the city, which bear the incinerator, treatment plants, landfills…”, pointed out Rita Maestre in statements collected by elDiario.es.
The new garbage tax, to the courts: “It is a second IBI undercover”.
This new rate is not without controversy: Más Madrid filed a lawsuit last May before the Superior Court of Justice of Madrid (TSJM) considering that the measure is ill-conceived and ill-conceived.
Among the points criticized by the main opposition party is the fact that it excludes the thousands of illegal dwellings for tourist use (VUT) that exist in the capital or that “the same taxable base is used for a different tax concept”, which implies the payment of “a second IBI in disguise”.
The lawsuit also points out that the purpose of this measure is “mainly for tax collection” and does not encourage the reduction and better separation of waste required by European regulations.
