From October 1, parking in an area of the Valdezarza neighborhood, in the Moncloa-Aravaca district of Madrid will no longer be free. On that day, a new extension of the Regulated Parking Service (SER), the Madrid City Council’s program to regulate the parking of vehicles on public roads, comes into force.
The measure will affect more than 700 spaces, which will become pay parking spaces. Of these, 689 will be green, intended mainly for residents, and 12 blue, designed for vehicle rotation, as approved by the Urban Planning, Environment and Mobility area headed by Borja Carabante.
Reducing traffic

The aim of this program is to guarantee space for neighbors, reduce the traffic of cars looking for parking and encourage more sustainable mobility, as explained by the Madrid City Council.
The streets where the new plazas will be located are the busiest and best known in the neighborhood: Antonio Machado, Sinesio Delgado, Villaamil, Valle de Anso, San Restituto, Denia, Armenteros, Arciniega, Isla de Long and Alcalde Marín de Alzaga.
This extension of the SER corresponds to the 3rd phase of a plan initiated in 2020, when 763 places were regulated and which continued with 957 more in March 2023. As of October 1, the neighborhood will accumulate a total of 2421 spaces, 2306 green and 115 blue.
Residents of the neighborhood

The proposal was approved last June 12 in the Moncloa-Aravaca District Plenary, after consulting neighborhood associations and local groups in May and June of this year. This is as established by the 2021 Sustainable Mobility Ordinance, which in its Article 57 allows the SER to be extended to 20 new neighborhoods as long as there is consensus in the district.
According to the Madrid City Council, this is a key tool to improve the quality of life in the neighborhoods, which will reduce traffic agitation and facilitate parking for residents. Residents will have to apply to park in the green spaces without being sanctioned, in a process that has already been opened by the consistory.
The process can be done online through the municipal website, by calling the toll free number 010-Línea Madrid or in person. You can go to the Specialized Office of Bustamante Street, 16, with previous appointment or to the offices of attention to the citizenship in case you do not have an appointment. The general fee for residents is 24.60 euros per year and can be paid by credit card, bank transfer or direct debit.
Limited parking time

Drivers in the Valdezarza neighborhood, in Madrid’s Moncloa-Aravaca district, should be aware of the specific conditions of SER parking. In the case of the blue spaces, they may be used by any user for a maximum time of 4 consecutive hours. Once this time has elapsed, they will not be able to park again until 1 hour has passed.
The green zones, designed for authorized residents, allow parking without time limit. For visitors, the maximum parking time is 2 hours and the minimum is 5 minutes. In addition, prices vary according to the label: zero emission cars are exempt, eco cars have a 75% reduction in price, C cars 10% and B cars have a 20% surcharge.
Payment hours in both blue and green zones end at 9 p.m. from Monday to Friday and at 3 p.m. on Saturdays, as well as on December 24 and 31. Sundays and holidays are free of charge.
