Parking meters operated by the Regulated Parking Service (SER) will be activated for the first time in the Opañel neighborhood and will be extended to new areas of the San Isidro neighborhood next Tuesday, November 3. The measure, announced by the Madrid City Council, will take effect on November 3.
The implementation of the SER zone in these new areas of the Carabanchel district comes after the Carabanchel Municipal Council held a public hearing with residents on the matter in April (similar to the one held on October 15 in the Usera district), which ultimately yielded a favorable outcome.
The new boundaries of the SER zone in Carabanchel

In Opañel, the service area will be bounded by Oporto, Antonio Leyva, General Ricardos, Mercedes Arteaga, and Portalegre streets. Meanwhile, the expansion in San Isidro extends to Paseo de San Illán, Puente de Toledo, General Ricardos, and Comuneros de Castilla.
With the expansion of the SER zone in Carabanchel, the district will gain 3,161 new regulated parking spaces: 94% will be green spaces—that is, reserved for residents (2,979 of the total)—while the remaining 6% (182) will be blue spaces or rotating spaces. Of the total 3,161 new parking spaces, 2,760 will be located in the Opañel neighborhood and 401 in the San Isidro neighborhood.
Residents can now apply for parking permits
Since October 5, residents registered in both neighborhoods have been able to apply for a resident parking permit to park in the spaces within the new SER zone without being fined.
A resident permit allows parking within the neighborhood without time limits in green zones and from 8:00 p.m. to 9:00 p.m. in blue zones. Both the requirements for applying and instructions on how to complete the process are available on the Madrid City Council’s website. You can also obtain the permit by calling 010 or in person at the Línea Madrid Citizen Service Offices.
