The Superior Court of Justice of Madrid (TSJM) agrees with the neighborhood and does not see “public interest” in the construction of the Bernabéu parking lots. This is what is stated in the court decision to which Somos Madrid has had access, in which the judicial body wields this -among other reasons- to overturn for the second time the municipal tender by which the City Council of the capital awarded Real Madrid in 2023 a contract to carry out the project.
The Asociación Vecinal de Perjudicados por el Bernabéu filed -and won- a lawsuit against the agreement of the Governing Board that authorized the contract, and the courts have once again ruled in favor of the neighbors: the 30th Administrative Chamber of Madrid has dismissed the appeal filed by the Madrid City Council and Florentino Pérez’s club to appeal the ruling.
The project in question contemplates the construction of two subway parking lots in Padre Damián and Paseo de la Castellana, with a size comparable to that of the Madrid Chamartín-Clara Campoamor train station. They would have room for “car parking spaces, an urban distribution center for last-mile goods and a 12-bay bus parking lot,” according to the members of the association.
On the other hand, those affected denounce that the construction of a tunnel “will turn Padre Damián street into one lane for each direction”, affecting the suppliers of the stores and the viability of the schools by preventing parking. In addition, according to the TSJM, it has not been demonstrated with objective and reliable data that the tunnel will solve the problem of traffic congestion in the area.
A tender with irregularities
Another of the aspects referred to in the ruling is that the municipal tender had irregularities, such as the fact that relevant changes were made to the economic and financial feasibility study without being publicly communicated, which is mandatory.
The argument against continues with considerations such as the fact that the parking lots are not compatible with the Special Plan of the environment, approved in 2017 -and consultable in this link-.
After this second judicial setback for the City Council of the capital and the Merengue club that ratifies that the interest of the project is particular, we will have to wait for the decision on whether or not they will appeal the ruling to the Supreme Court as the last chance to move forward with the parking lots.
The new Bernabéu, from soccer stadium to “eventodrome”.

Since its refurbishment, the Bernabéu has gone from being a soccer stadium to become a full-fledged eventodrome to host everything from massive concerts such as Taylor Swift’s in 2024 -with controversy and fines included- to congresses and various sporting events.
In the meantime, the fed upness of those who live in the area has crystallized in the Asociación Vecinal de Perjudicados por el Bernabéu, which advocates for “the collaboration of the neighbors in the fight to protect their neighborhood“.
This platform denounces the consequences of the project, such as changes in the use of the stadium, the increase in the number of events per year, the degradation of the environment and noise, among others.
The neighbors of the Metropolitano

In San Blas-Canillejas, the district where the Metropolitano is located, the neighbors do not describe a very different situation as a result of the large concerts held there, describing the noise as “insufferable”.
