The Madrid City Council, through the Department of Housing Policy, is launching a new edition of the “Transform Your Neighborhood” Plan: a grant program to renovate and upgrade apartments in terms of accessibility, maintenance, energy efficiency, and health and safety in vulnerable neighborhoods of the capital.
This year, the program has a budget of 2.5 million euros, which will be invested in specific areas of the districts of Fuencarral-El Pardo, Latina, Usera, and Villaverde.
Those eligible for these grants include, among others, homeowners’ associations, groups or associations of neighborhood communities, sole owners of residential buildings, owners of single-family homes, and owners of multi-unit residential buildings.
Which neighborhoods in Madrid are eligible for the apartment renovation grants?
The grants for this edition of the program are structured around five distinct categories, each with a budget of 500,000 euros. The neighborhoods and projects included are as follows:
- Priority Areas for Urban Regeneration (APIRU) – Orcasitas Planned Community. Energy efficiency measures requested by energy communities.
- APIRU Meseta de Orcasitas. Projects focused on accessibility, maintenance, energy efficiency, and health and safety.
- San Cristóbal de Los Ángeles neighborhood. Projects focused on accessibility, maintenance, energy efficiency, and health and safety.
- APIRU: Planned Community of Fuencarral-Santa Ana. Projects focused on accessibility, maintenance, energy efficiency, and health and safety.
- Puerto Chico’s Programmed Residential Rehabilitation Areas (ERRP). Projects focused on accessibility, maintenance, energy efficiency, and health and safety.
Requirements for Eligible Buildings
To be eligible for the grants, the buildings in question must meet a series of requirements, such as having been built before 1998 and having at least 70% of their above-ground floor area used for residential housing.
It will also be necessary to have a Building Assessment Report dated prior to the formal submission of the grant application and registered with the City Council.
A program compatible with other forms of assistance
The “Transform Your Neighborhood” Plan is compatible with other grants awarded by the Madrid City Council, such as the “Rehabilita Madrid” Plan, and in some cases can cover up to 90% of the cost of certain energy-efficiency projects.
Deadline and How to Apply for Funding
The application period will remain open until October 15, 2026. Applications can be submitted online through the Madrid City Council website or in person at the Línea Madrid Citizen Service Offices (OAC).
