
Last December, Borja Carabante, delegate of Urbanism, Environment and Mobility, reported that Madrid vehicles will be able to park in the neighborhood where they are registered, regardless of whether or not they have an environmental label. As of March 2025, the Madrid City Council is still working on a new ordinance to clarify the situation of regulated parking and low emission zones (ZBE) in the city. It is expected to be drafted before this summer.
“We are already working on the final draft of the mobility ordinance, which has few changes with respect to the previous one,” explained Carabante at the EMT Madrid Operations Center. According to the delegate, the new regulatory framework will consolidate the low-emission zones and expand the Regulated Parking Service (SER) to reach more neighborhoods.

The consistory has promised to place special emphasis on the economic impact that the new measures adopted by the municipal ordinance will have. This is because, in September 2024, the High Court of Justice of Madrid (TSJM) annulled the low emission zones because the city council did not specify in its Regulatory Impact Analysis Report (MAIN) the limitations that the new ZBEs would entail for people with lower economic capacity.
The increase in the number of regulated parking spaces
On the other hand, Carabante has defended the SER as an instrument to protect neighbors when there is a high demand for parking in their neighborhoods. He stated that the neighborhood response to the increase in parking meters “has been positive”. This year, the consistory will put 25,000 new regulated parking spaces taking into account its good reception.
Carabante has highlighted the Barajas airport neighborhood as a unique area because it is separated from the rest and because of its commercial activity. “We have to analyze it within the singularity given that it would be an enclave separated from the rest of the SER. We are open to do the technical exercises that will determine the convenience of implementing it or not. If it is feasible, we will incorporate it into the ordinance,” said the delegate.
