Peripheral areas such as Pradolongo, Comillas, Almendrales and Moscardó expanded their regulated parking areas between January and February 2025. This led residents of Zofío and Opañel, concerned about the border effect, to mobilize for the Madrid City Council to install parking meters in both neighborhoods.
On April 10, the consistory announced that Zofío and Opañel will have the Regulated Parking Service (SER). The decision was taken taking into account the results of a neighborhood consultation -published through the platform Decide Madrid- in which the implementation of the service won by majority: 74.70% voted in favor.
According to the Madrid City Council, the area envisaged within the possible extension of the SER will be delimited, to the north and west, by Marcelo Usera street on the border with the Moscardó neighborhood (between Plaza Elíptica and Rafaela Ybarra avenue). To the south, it will be along the streets of Albardín and Paloma Park.
The extension of the SER zones before the end of 2025 is part of the reform of the Sustainable Mobility Ordinance (OMS) approved by the consistory in 2021, which establishes in its article 57 the possibility of extending the SER to 20 additional neighborhoods where there are parking problems.
